morning...

The National Weather Service in Tulsa has adjusted the timing of
the Winter Weather Advisory and it is now in effect until 11 am CST
this morning...

For the following counties...
* in Oklahoma... Cherokee... Adair... creek... Okfuskee... Okmulgee...
   Wagoner... Rogers... Mayes... Pawnee... Ottawa... Pushmataha...
   Washington... Osage... Craig... Nowata... Pittsburg... Sequoyah...
   McIntosh... Muskogee... Le Flore... Latimer and Haskell. In
   Arkansas... Washington... Madison... Crawford... Sebastian and
   Franklin.

Hazardous weather...
* areas of freezing rain and freezing drizzle will continue
   across portions of eastern Oklahoma and western Arkansas for
   most of the morning hours. While areas of freezing rain will
   diminish in areal coverage as the morning progresses... these
   areas will experience freezing drizzle off and on this morning.

* Additional ice accumulations around one tenth of an inch will be
   possible with ongoing areas of freezing rain. Trace amounts
   will accompany freezing drizzle as it becomes more predominant
   this morning.

Impacts...
* roads in the advisory are slick and hazardous.

Precautionary/preparedness actions...
* use extra caution if driving. Attempt to stay on treated
   roadways. Expect travel delays.

... Severe weather preparedness week in Oklahoma and Arkansas begins
today...

The National Weather Service and the federal emergency management
agency are highlighting the importance of planning and preparing for
severe weather before it strikes. Being prepared to act quickly can
be a matter of life and death.

Citizens of Oklahoma and Arkansas are urged to plan and prepare for
the upcoming severe weather season. Use this week to review severe
weather safety rules and to better understand The Hazards associated
with severe thunderstorms.

The National Weather Service office in Tulsa will issue statements
highlighting a different topic each day during this week...

Monday... severe thunderstorms.
Tuesday... methods of receiving severe weather information.
Wednesday... tornadoes.
Thursday... lightning.
Friday... flash floods.

The arrival of the Spring season brings a transition from
cool... relatively stable air to warm... moist air from the Gulf of
Mexico into Oklahoma and Arkansas. The resulting heat in the
atmosphere gives way to increased instability... a catalyst for
severe weather. The threats from severe thunderstorms include
damaging winds and large hail... as well as tornadoes... very heavy
rain... and flash floods. Severe thunderstorms damage homes and
businesses... and in some cases... cause injury or loss of life. They
can form at any time and anywhere conditions are favorable. As a
resident... it is best to be prepared ahead of time.

Severe weather preparedness week is an excellent time for schools...
hospitals... churches... civic and business groups and... emergency
managers to review safety and preparedness plans for the upcoming
severe weather season. This should also be done by every
family... insuring that each member knows how to be safe when severe
weather threatens. The best way to insure that plans are adequate
and can be activated is to test them with drills.

A formal tornado drill will not be conducted this year by the
National Weather Service. However... it is suggested that those who
wish to conduct a drill do so when the weekly NOAA Weather Radio
alarm is tested. The NOAA Weather Radio test is conducted by the
National Weather Service in Tulsa on Wednesday between 11 am and
noon but will be postponed to the next good weather day should
threatening weather occur on Wednesday.

The National Weather Service would like to thank all those involved
in making severe weather preparedness week a Success by promoting
severe weather safety and preparedness.
